Hi,
If you give Question Admin - Events rights to a person they get permission to do everything associated with any questionnaire . It would be good to create a lesser permission maybe called Question Data Import. To restrict any user in that group to the Data Import button for any given questionnaire. This would reduce the risk of errors and allow greater delegation of tasks.
